Guatemalan Labor Leader
MANUEL ZETINO IBARRA

Manuel Zetino Ibarra is in charge of education and training for the Federation of Food and Allied Workers Unions (FESTRAS). A member of FESTRAS since 1988, Manuel has been instrumental in the strategic planning, organizing and strengthening of unions in Guatmela. The organization includes unions that have been formed despite opposition from the multinational corporations that dominate the food, beverage, agricultural and maquila (clothing/assembly) sectors in Guatemala. Particularly in the maquila sector, these corporations frequently violate Guatemalan and international law on wages, working conditions, health and safety, and child labor in order to produce their products as cheaply as possible. Many managers also employ illegal techniques to prevent unions from forming, and to keep from negotiating with unions that have already formed. FESTRAS unions have had some success, but still confront obstacles that often include intimidation and violence directed at workers.
