With Windows browsers, click on the link to view document online -- if you want to download, point to the link and click the right key of the mouse and choose the option to "Save Target As..." and safe the file to a temporary directory location. Other browsers will have something similar.
Files ending in "rtf" should work
in most versions of most word processing
programs. If you have problems opening the
file by clicking on it, then download the
file and save to a directory. Then start
your word processor and open the file from
there.
